The Eagle is being approached by an adult Eagle likely one of its parents. They don't share food at this point in their relationship the adult is coming in to take the fish or what is left of it.
At this point she has a good 6 fish...actually 5 the immature Eagle ate one.
She is trying to force the fish out of the water or trap it between her and the rocks.
