I was watching this Eagle perched there was no atempt to fly away until I was distracted by something else off it goes almost guaranteed.

Long-billed Dowitcher
Long or Short Billed Dowitcher?
Long-Billed - Black cap, barred underparts, barred tail. Short-billed -spotted underparts, white eyebrow, white chin. I'm now leaning towards Short-billed but not 100% certain.
